Nigeria’s existence under threat – Senators

•70% of illegal weapons in West Africa found in Nigeria

April 20, 2021

By Kelechi Mbadiwe, Abuja

Senators, yesterday, raised the alarm that Nigeria is under siege from murderous non-state actors whose activities are threatening the continued existence of the country.

The scenario, senators said, is further heightened with records from the United Nations Regional Centre for Peace and Disarmament in Africa (UNREC), that out of 500 million illegal weapons circulating in West Africa, 350 million (70 percent)  are domiciled in Nigeria.

Making the submissions during a public hearing, organised by the Senate Joint Committee on Judiciary, Human Rights and Legal Matters, Navy and Marine Transport on Firearms Act 2004 (Amendment) Bill 2021 and Exclusive Economic Zones Act 2010 (Repeal and Re-Enactment ) Bill 2021, Uba Sani said the country needs to urgently address the worrisome situation.

Sani, who is sponsor of the Firearms (Amendment) Bill, lamented that proliferation of illegal arms and ammunition with little or no control by relevant authorities has profound implications for collective survival of Nigerians and Nigeria.

“We are gathered here to deal with a matter that has profound implications for our collective survival. We are under siege from murderous non-state actors. They have been acquiring arms illegally, maiming our people and threatening the continued existence of our dear nation.

“We either take measures to deny them of the oxygen that sustains their nefarious activities or we watch helplessly as they overrun us and our country.”

The aim of the proposed amendments to the Firearms Act, he explained, is to curtail proliferation of illegal arms and bring the existing law in line with global best practices.

He said UNREC recently reported that the proliferation of illicit small arms and light weapons (SALW) in Nigeria had reached an alarming proportion.

“A pointer to this effect can be cited with the incidence of January 31, 2017, when the Nigeria Customs Service confirmed the interception and seizure of 661 pump action rifles imported from China into our country.

“More recently, in Benue State, a local militia had the temerity to kill an army captain and 11 soldiers not to talk of reign of terror in Owerri, Imo State by gunmen who launched coordinated attacks on police headquarters and correctional centre.

“Something must be done urgently to curtail arms proliferation, the very reason for the proposed amendment bill on the existing Firearms Act.”

He listed the five major objectives of the amendment bill to include imposition of stiffer penalties for offences under the Act. One of such penalties is the one under section 27 (sub-section 1c), which proposed increase of fine from N1,000 to N1 million.

But a representative of Chief of Air Staff, Air Vice Marshal Oladayo Amao, in his submission, objected to the N1 million and proposed N2 million.

Earlier, Chairman of the Committee, Opeyemi Bamidele, said the purpose of the two bills were to further strengthen the extant laws against illegal firearms possession and proliferation as well as making provisions of the Act on Exclusive Economic Zone to be in line with global practices as far as protection of the nation’s territorial sea and waters are concerned.

Meanwhile, reactions have continued to trail the Senate’s statement that Nigeria is under siege.

Former governor of Anambra State, Chief Chukwuemeka Ezeife agreed that Nigeria is in dire situation.

“Our continued existence is in serious danger like they (senators) pointed out. But, it only shows that they are blaming themselves because they are part of the government,” he stated.

He, therefore, appealed to Nigerians, irrespective of religious belief, to pray for the survival of Nigeria.

For the President of Arewa Youth Consultative Forum, Alhaji Yerima Shettima, the Senate’s statement amounts to an insult and abuse on the sensibility of Nigerians.

“It is an insult and abuse on the sensibility of Nigerians for the Senate to sit down and just say that Nigeria is under siege when we have been suffering all these while in the hands of bandits.”

He described the security situation in the country as frightening, even as he charged the senators to realise that the issue is degenerating by the day.

“And I am afraid if anybody will escape it at the end of the day. All of us will be victims if they don’t take measures immediately. They have to wake up to the realities of the day that we are in big trouble. The earlier we wake up to accept that we have a serious monster and work collectively to defeat it, the better otherwise all of us will be consumed.”

National Publicity Secretary, Middle Belt Leaders Forum, Dr. Dogo Isuwa, also charged the lawmakers to step up to their responsibilities, even as he blamed them for being quiet in the face of the wrongdoings in the country.

“Nigeria is dying and this has been going on for a long time. The question is why has the National Assembly not done anything all this while? Why did they wait until we are close to the end of the tunnel? The National Assembly has not acted on what they are supposed to do. If Nigeria is under threat from these non-state actors, why is it that nothing has been done to stop it from happening? In my opinion, the worst is yet to come if nothing is done at the earliest time possible to stop it. Who would believe that despite the killings that have been going on in Southern Kaduna for years, not a single person has been arrested not to talk of being prosecuted? If Miyetti Allah would come on television and own up to their collaboration with those doing the killings, what else can you say? They know the killers, so why have they not done anything about it? The National Assembly knows what is happening and they know what to do. If they feel that something is wrong, they should act now before it is too late.”

Chadian President Idriss Déby Has Been Killed By Rebels

Idris Déby

April 20, 2021

Chad’s President Idriss Déby has died of his injuries following clashes with rebels in the north of the country at the weekend, the army has said.

The announcement came a day after provisional election results projected he would win a sixth term in office.

The government and parliament have been dissolved. A curfew has also been imposed and the borders have been shut.

Mr Déby, 68, spent three decades in power and was one of Africa’s longest-serving leaders.

A military council led by Mr Déby’s son, a 37-year-old four star general, will govern for the next 18 months.

Mahamat Idriss Déby Itno will lead the council but “free and democratic” elections will be held once the transition period is over, the army said on Tuesday.

An army officer by training, Mr Déby came to power in 1990 through an armed uprising. He was a long-time ally of France and other Western powers in the battle against jihadist groups in the Sahel region of Africa.

Ahead of the election on 11 April, Mr Déby campaigned on a platform of bringing peace and security to the region.

But there has been growing unhappiness over his government’s management of Chad’s oil resources.

Mr Déby “breathed his last defending the sovereign nation on the battlefield”, an army general said in a statement read out on state TV.

He had gone to the front line, several hundred kilometres north of the capital N’Djamena, at the weekend to visit troops battling rebels belonging to a group calling itself Fact (the Front for Change and Concord in Chad).

Founded in 2016 by disillusioned former army officers, the group accuses President Déby of repression in the run-up to the election.

They built up their base in Libya in the Tibesti mountains, which straddle northern Chad and part of southern Libya.

On election day the group mounted an attack on a border post and gradually advanced on N’Djamena.

The latest clashes began on Saturday. An army general told Reuters news agency that 300 insurgents were killed and 150 were captured. Five government soldiers were killed and 36 were injured, he said. The figures could not immediately be verified.

Some foreign embassies in the capital have urged their staff to leave.

N’Djamena has come under rebel attack before and there was panic in the city on Monday, with parents taking their children home from school, when tanks were deployed along the main roads.

EbubeAgu: S-East govs vow to resist IPOB, say bandits committing crimes under guise of ESN

…Investigate Ebonyi killings, Senate urges Ag IGP, security agencies

…Join forces to secure Igbo land, Ohanaeze tasks ESN

South East Governors

South East governors yesterday, vowed to resist attempt by the Indigenous People of Biafra, IPOB, to frustrate its new security network, code-named Ebube Agu.

This came  as the Senate  also yesterday called on the Acting Inspector-General of Police, Usman Alkali Baba, to carry out a comprehensive investigation into the killings and kidnapping of citizens in Ebonyi State by alleged herdsmen.

Similarly, the apex Igbo socio-cultural organization, Ohanaeze Ndigbo, tasked the Eastern Security Network to join forces with  EbubeAgu to protect Igbo land against killer herdsmen.

IPOB had in a statement signed by the Media and Publicity Secretary, Emma Powerful, Tuesday, warned Igbo youths against being members of the new security network, threatening to deal ruthlessly with anyone that might serve as a spy on its activities for Ebube Agu.

”South East governors set up outfit, Ebube Agu, probably to fulfill all righteousness or to spy on ESN to curry favour from their slave masters.  We, therefore, warn our youths to have nothing to do with the so-called Ebube Agu security outfit which was ostensibly formed to sabotage IPOB and ESN.

”Anyone who neglects this warning and thinks he can hide under the cloak of Ebube Agu to spy on ESN should be prepared to join his ancestors.  The protection of all Biafrans is our priority and we  are prepared to sacrifice  anything to achieve this,” IPOB had said in the statement.

But speaking on Channels Television’s breakfast programme, Sunrise Daily, yesterday, chairman of South East Governors Forum and governor of Ebonyi State, Dave Umahi, said the Eastern Security Network, ESN, set up by IPOB was an illegal entity which the governors would not want to lose sleep over.

He said:  “The problem of this country is that people will leave their problems and make your problem their problem.

”But what some of these people are doing is to incite the South-East into war and step aside, and we are not going to buy into that; we’re not going to be deceived again.”

He said Ebube Agu was created primarily to protect lives and properties in the South East.

The governor explained that Ebube Agu was set up in compliance with the constitution, adding that what had happened was an amendment of the laws of each of the five South East states to enable operatives of existing vigilante groups in the states operate across borders to track down criminals, while also sharing intelligence.

”Operatives of Ebube Agu have been operating in the South East as Forest Guards, Neighbourhood Watch before now.  These have only fused together as Ebube Agu for members to share intelligence and go across borders to track down criminals,” he said.

Umahi, who noted that the new  security network had taken off already, said the governors had taken Ebube Agu as priority, adding that without security, there could be  no talk about fixing education, health, among others.

The governor also said bandits were committing crimes in the South-East under the guise of Eastern Security Network, ESN, but insisted that governors of the region would not allow what he  described as illegality to reign in the area.

“Of late, we have bandits that are now  doing a lot of evil and saying that they are Eastern Security Network, ESN.  They commit a lot of crimes and say they are IPOB and most of the time, IPOB will come and say ‘we have no hands in this, we have no hands in that.”

While admitting that the development made it a bit complex in fighting crime, the governor vowed that leaders of the region would not allow criminals to have a field day in the area, stressing that Ebube Agu would tackle insecurity in Igboland.

“We have the command of the law to protect the lives of our people and we would not allow  illegality to thrive in our land.  Conflict will not resolve conflict,” he said.

The governor noted that herders-farmers clashes were not the only threat facing the region, noting that the new security outfit was created to flush out crimes of all forms in the South-East.

Investigate Ebonyi killings, Senate urges Ag IGP, security agencies

The upper chamber made the call amid resolutions reached, sequel to the consideration of a motion brought to the floor by Senator Sam Egwu (PDP, Ebonyi North) during plenary yesterday.

Coming under  order 42  and 52 of the Senate Rules, Egwu, in the motion titled: “Urgent need for the federal government’s intervention to end the serial killing of innocent and defenseless citizens in Ebonyi State by alleged herdsmen”, bemoaned the general state of insecurity in the country.

He expressed concern that, “the killing, maiming, kidnapping and wanton destruction of lives and property by herdsmen have now become the daily experience of citizens of innocent and defenseless people of Ebonyi  State who are  murdered in their numbers almost on weekly basis.

“Aware that on 30th day of March, 2021, over 18 indigenes of Egedege, Obehi and Amuzu communities in Ishielu Local Government Area of Ebonyi State, including a priest, were  gruesomely murdered in cold blood by rampaging herdsmen.

“Alarmed that on Monday, the 12th day of April, 2021, alleged herdsmen/Agila people again invaded Otuebu, Igidi Obu and Ndiagu Ibe-Agba villages in Umuogudu Akpu community, Ohaukwu LGA of Ebonyi State and gruesomely killed over 12 innocent indigenes, burnt/destroyed over 56 houses and kidnapped five persons.

“Concerned that if the federal government does not intervene urgently, these wicked and senseless killings, kidnapping and destruction of property may continue, thereby subjecting Ebonyians and other citizens in Ebonyi State to severe hardship and terrific fear”, Senator Egwu said.

In his contribution, Senator Chukwuka Utazi (PDP, Enugu North) advocated for inter-agency interventions that would put a halt to herder killings across the country.

He said: “The most important part of our time spent here has always been about reportage of killings of our people in the hands of herdsmen.

“Mr. President, this is becoming very worrisome, that in a country which is under the rule of law, issues of these nature keep repeating themselves on a daily basis.

“Mr. President, I’m begging that, in order to solve this herder issue, we should make out time to have inter-agency meetings to sit down and see how we can return to these rules of engagement that can allow us do business without hindrance. With that, I say Mr. President, that something urgent has to be done.”

On his part, Senator Michael Nnachi (PDP, Ebonyi South) lamented the number of lives lost to communal clashes between communities and herdsmen killings.

According to him, the ceaseless killings had made citizens in Ebonyi State to live in fear of being attacked by herdsmen.

“As I’m talking to you, I got a call that nobody slept at Abakaliki in fear of the herdsmen attacking them last night, because they got signal that they were around. All of them ran into their houses.

“Mr. President, not to say much, the motion as heavily moved by Senator Egwu is heart-beating. I support this motion whole-heartedly that something must be done to safeguard the lives of the people.

“In less than three weeks, over thirty-three people were killed by herdsmen; over seven hundred people killed by communal clashes between Benue, Effium and Ezza – which is part of Benue and Ebonyi.”

The Senate, accordingly, while observing a minute silence in honour of those killed by alleged herdsmen, condemned in the  strongest terms the various attacks on communities in Ebonyi State which  led to the destruction of lives and property.

The upper chamber, while urging the federal government and Ebonyi State government to put appropriate measures in place to forestall further attacks, requested the National Emergency Management Agency (NEMA) to immediately intervene through the provision of relief materials to the families of the victims and displaced persons in the affected communities.

It also directed the Nigerian Police and other relevant security agencies to carry out comprehensive investigation of these  dastardly  attacks and promptly  arrest and prosecute the perpetrators as well as rescue kidnap victims still held captive.

Join forces to Secure Igbo land, Ohanaeze tasks ESN

The  Engr. Chidi Ibeh faction of Ohanaeze Ndigbo, said yesterday that the group supports all security arrangements that will curb the nefarious activities and violent killings in the South East by killer herdsmen and other criminals.

The group urged the Eastern Security Network to understand  that they were fighting a common enemy in killer herdsmen and must eschew bitterness between themselves.

“We accept both the Ebubeagu Security Network,  ESN, and the Eastern Security Network, ESN, as both were  designed for the territorial security of South East and should be supported by every Igbo. It’s a blessing in disguise that South East has two security networks against a common enemy, the killer herdsmen/terrorists.

“We are aware of the desperation exhibited by Igbo detractors trying to foist crisis, distrust and egocentric tussles between IPOB’s Eastern Security Network and the South East Governors’ Ebubeagu Security Network for their inordinate activities to create political tensions and panic in the South East.”

Congratulating both the South East Governors and IPOB on the  efforts to forestall further killings and violence in the South East, Ohanaeze pledged to enforce understandings and harmony among stakeholders in the South East by deepening consciousness and alertness on the need for peaceful coexistence between ESN and Ebubeagu in defending the territorial integrity of the South East.

“Security is local; every Igbo should understand the perilous situation Ndigbo are in at the  moment. Ndigbo will not tolerate any rivalry between ESN and Ebubeagu Security Network; they  must unite as sister organizations aimed towards solving insecurity challenges in the  South East. Ndigbo should support both groups; there should be synergy with all security formations in the South East to end banditry.”

Oduduwa Nation: Our struggle can’t materialise without women’s support – Ooni Ogunwusi

Oni of Ife

It is either self-determination or nothing – Obinrin Oodua Agbaye

THE Ooni of Ife, Oba Adeyeye Ogunwusi, Wednesday, highlighted the importance of women in Yoruba’s strive for freedom, stating that the new twist to the agitation for self-determination is that women are now involved.

He spoke when some women from the diaspora, under the agies of Obinrin Oodua Agbaye, recently visited his palace in Ile-Ife, Osun State

The Ooni said: “Whatever you are doing that women are not involved cannot materialise. We are going nowhere if our women are not carried along and get involved. If you are married, and your wife is not happy with you, it is not going to work well with you unless the woman is not fighting you with sincerity.

“Women are not timid, they are warriors. From the Holy bible, we read how Deborah fought for her people and conquered. Moremi fought and delivered the people of Ancient Ife from the Igbomekun who were our deadly adversaries. Therefore, women are key to our struggle for self-determination and we must carry them along, going forward.

“We will support our women and we are happy they are taking up the battle and picking up the guanlets. Again, I want to say very expressly that If we fail to have the support of our women folks, we are going nowhere. Therefore, I welcome you to the source and I wish you well in your visit to other palaces in Yoruba Nation.”

It is either self-determination or nothing – Obinrin Oodua Agbaye

Led by their leader and Secretary-General, Princess Simisade Kuku-Onayemi and Dr Owowunmi Babalola-Okocha respectively, the women said the gods in Yoruba land have mandated them to commence spiritual measures that will lead to the prompt actualisation of Yoruba Nation without bloodshed, hence, their visit to their fatherland.

Omowumi noted that said the gods mandated them to conduct some spiritual measures in the palaces of Ooni of Ife, Alaafin of Oyo, Osemawe of Ondo, Ewi of Ado-Ekiti, Obaro of Kabba, Ayangburen of Ikorodu, Oloffa of Offa and Awujale of Ijebu Land respectively.

Kuku-Onayemi said: “All of us that you are seeing here today are top-notch Professionals. We have Medical Doctors, Lawyers, Chartered Accountants, Engineers, Development Experts, Journalists, Academic Dons, top Bankers and Enterpreneurs among us. Majority of us are working at blue-ship public and private organizations.”

Corroborating her leader, Babalola-Okocha said: “Upon consultations, we were mandated by gods to visit the palaces of Ooni of Ife, Alaafin of Oyo, Osemawe of Ondo, Ewi of Ado-Ekiti, Ayangburen of Ikorodu, Oloffa of Offa, Obaro of Kabba and Awujale of Ijebu Land to carry out some spiritual measures that we cannot mention details in public hence our visit to the Oduduwa Source.

“When we are done with our consultations and prayers, the people of Yoruba Nation shall be surprised at the rate by which the Yoruba Nation shall come into reality without any bloodshed. It shall be amazing and the world shall be shocked.”

In his remarks, leader of Alana of Ilana Omo Oodua, Emeritus Professor Banji Akintoye, who led the women to Ooni’s palace, described the action of the women as a powerful declaration showing the departure of Yoruba land from Nigeria.

He said: “Our women who gave birth to us have spoken. They have declared and the heaven has heard. What they have started is a powerful declaration showing the departure of Yoruba Nation from Nigeria.”

I Will Donate 5,000 Men And Women For Ebubeagu – Uwazuruike

April 13, 2021

Ralph Uwazuruike

By Emmanuel Nnadi, Owerri

Founder of the Movement for the Actualisation of Sovereign State of Biafra and Biafra Independence Movement (BIM-MASSOB), Chief Ralph Uwazuruike says that he will donate 5,000 Men And Women for the newly established Southeast Security Outfit Called ‘Ebubeagu’ without interference.

Speaking when he featured on ‘Your View’, a programme on Television Continental (TVC) on Tuesday, Uwazururike said only south-east governors have the power to establish a security outfit for the region.

On December 14, IPOB announced the launch of ESN for the south-east and south-south regions — a replication of Amotekun in the south-west zone.

The establishment of ESN sparked mixed reactions as calls on south-east governors to establish a joint regional security outfit intensified.

Amid the rising insecurity in the region, on Sunday, governors of the region announced the setting-up of a joint security outfit, codenamed ‘Ebube Agu’.

Reacting to the development, the MASSOB leader said ESN is an internet outfit that does not have any legal backing for its establishment, adding that no individual has the right to establish a security outfit for the region.

“There is nothing like Eastern Security Network. Nobody believes in ESN; that was just an internet affair — social media network. They did that on the social media,” he said.

“Nobody recognises ESN. I do not recognise ESN, personally; because nobody has the right to provide security for me when it is not legal; when it is not with the force of the law.”

“You do not have more security than Ralph Uwazuruike as an individual in the south-east. Like now I’m willing to donate 5,000 men and women to the south-east governors to work with them without interference.”

Uwazuruike said Ebube Agu is the recognised security outfit for the region because it was established by the south-east governors.

“No individual, no matter what you are, without consultation should establish a security outfit for the south-east region. It doesn’t happen. It is only Ebule Agu, established by the south-east governors that is recognised as a security outfit for the region,” he added.

“It is only the south-east governors that have the authority to establish a security outfit for the south-east. No individual has the right to establish any security outfit for the region.”

” Policemen prevented us to  see our member who had being kept incommunicado since March 21.  We got to Area commander for Onitsha, Mr. John Obuagbuaka but he ignored our team who visited his office”

Reacting to the rumoured death of Mr. Ikechukwu Ajah in police Custody, Biafra’ director of information and senior special assistant to president of internal government, Elder Chris Mocha demanded for his immediate release if he was still alive.

Mocha said Ikechukwu Ajah is a member of the internationally recognized non – violent organization that is campaigning for Biafra through peaceful means and does not believe in violent agitation.

The Director of Biafra International Passport, Prof. (Chief) Maduabuchi K.S.N who addressed Biafra media reporters after the emergency meeting on 12th of April,  that the Biafra internal government has ordered Biafrans both home and diaspora to come for their international passport because it will be one of the most important forms of identification a Biafran can possess. It is important to have a passport if you plan to travel to a different country so that you will be able to prove who you are and where you are from. And Since travel security measures have increased in the whole world, it is almost impossible to travel without a passport.

Prof. (Chief) Maduabuchi K.S.N is a trained Business Administrator who majored in accountancy and business development said that the Biafra internal government based their decisions on the recent reports from the vice president of Nigeria, Osinbajo warning that Visa Will Be Needed To Kano If Nigeria Breaks Up.

Osinbajo said this while delivering his speech virtually at the 12th Bola Tinubu Colloquium in commemoration of Tinubu’s 69th birthday in Kano as he advised those calling for Nigeria to break up to have a rethink, adding that if Nigeria does break, they may need visas to travel to places like Kano.

And also the statement of father of Biafra nation, chief (Dr.) Ralph Uwazuruike when he hosted the leaders of Biafra De Facto Customary Government and the De Biafra Mobilizers Initiative at Biafra seat of power, Owerri.

Uwazuruike clearly told his guests that Biafra is now an independent nation saying that, I quote: “What we have not gotten is sovereignty but sooner or later, we shall be grateful to have our borders where foreigners will come to our borders, our security men will ask then where is your passport and when they bring it, our immigration officers will stamp it ‘welcome to Biafra ‘”.

Since foreigners will need  their passports to enter Biafra borders, so Biafrans will also need their passports to enter other countries borders which is used to verify one’s country of citizenship. For those that will be traveling outside Biafra country, it will be used to regain entry into Biafra country as a citizen, Prof. Maduabuchi said.

When queried by Biafra internal government national reporter, comrade Ijeomah Anthony on criteria how Biafrans can have access for the passports and locations for application of it; he said that the issuance of the Biafran International Passport is  open to all Biafrans, whoever wants or desires to obtain it.

On locations, We have our consulate office in Lagos: The Temple of peace, No 22, Ajijedidun St, Agunlejika St Ijeshatedo, LAGOS.  Those in Diaspora can reach our Diaspora representatives across the globe.

In Biafra land, any one who wishes to obtain  the passport  is free to reach out to our Zonal (State) and Regional Offices throughout Biafra Land. They should pay the required fee as may be applicable to him/her, obtain the application forms, fill them out and return same for issuance of the passport if found to be qualified after due investigations.

Finally, he added that the department is presently in the process of digitalising both the features of the passport itself and the process of its issuance  and applications.
